Every project, programme and deployment will be encouraged by the GTS Design Authority to promote good practice, avoid unnecessary duplication of effort and ultimately reduce cost. This section of the TCOP covers how this will be achieved by the collaboration and reuse of technology. It is envisaged that through the sharing and reusing of services and, supporting the "store it once" section of the TCOP, that wherever possible new solutions and systems can make use of data, software solutions and infrastructure that is already in use.
Throughout the lifecycle stages of:
- Scoping
- Designing
- Building
- Deployment
of a solution the project and/or programme will be expected to work with the GTS Design Authority TCOP to consider what components, functions or services other projects or programmes may want to re-use in the future once their delivery is complete as well as considering what already exists within IoMG that their project can make use of without the need for duplication of time, effort and cost.
The project and/or programme will be expected to consider the broader usage potential of a solution, not just the departments specific requirements. Projects or programmes thereafter can benefit across the whole of the Isle of Man Government from a project or programme sharing a solution to a common problem.
The benefits of sharing and reusing.
The GTS Design Authority along with the Government as a Platform Programme, will expect a greater number of technology projects or programmes to significantly benefit from the reuse of components and services by:
-
Avoiding unnecessary development and or procurement duplication by:
-
Removing unnecessary investment in competing or similar technology
-
Promoting and enforcing the sharing and reuse of government services, information, data and software components which meet the declared business requirements.
-
-
Speed up the initial project or programme phases by reviewing the functional component library and the procured software systems list.
Ensure the Isle of Man Government receives best value for money by looking both internally and externally for existing services and solutions already developed and deployed.
How you can share and reuse technology
There are several technology resources and common government platforms available to all government organisations. It is recommended that your project or programme should always start with developed or already procured common government platforms, systems or services. Some of the common technologies already developed and available for reuse within Isle of Man Government include:
- Secure Email
- Networks and Government Wifi
- Public Services Network
- Online Services
- Hosting Services
- Directory Services
- Federation services
- Mobile Device Management
- Document Management
- VPN
- Application Virtualization
- Application Deployment
- Services Monitoring
- Network Monitoring
Reusing developed Government code
The Isle of Man Government over the next few years will be moving towards publishing code openly in several code repositories please see the Development TCOP section here for further information.
