The Isle of Man Government Technology Code of Practice (TCOP) is a key set of ICT principles, standards, guidelines and best practices. The TCOP will be utilised as a foundational building block by all ICT projects to ratify their design, build and delivery.

I strongly believe by utilising a standardised approach to all ICT projects it will enable the IOMG to develop and procure better technology systems and outcomes.

The TCOP will be:
  • mandated for use in any ICT project across the IOMG
  • supported by FPN C.04 ICT (Information Communications Technology) which is governed and managed by Government Technology Services (GTS)
  • published in conjunction with the Digital Strategy Phase 2 where the TCOP will be a foundational building block of the Government as a Platform (GaaP) programme.

Please note the TCOP must be utilised throughout the entire lifecycle of your technology programme or project.

Purpose of the Technology Code of Practice

For any ICT project the TCOP will assist you to comply from day one with the GTS technology standards. This will firmly assist the project gaining approval to spend via Treasury and GTS as the project will be able to navigate away from any suggested deliveries that will result in a rejection from GTS.

It is envisaged that through the ICT projects use of the TCOP, technology either procured or developed will:
  • more readily meet the business requirements of the Departmental users
  • promote a culture of collaboration reuse where systems and developments can be shared across IOMG
  • by the nature of standardisation be easier and cheaper to maintain not be limited by scaling up or out should this be needed in the future
  • remove reliance on single third-party suppliers
  • provide the IOMG with better value for money for their ICT projects and developments

The TCOP contains GTS’s standards, guidelines and best practices to assist ICT projects to navigate, delivery and support the full lifecycle of the chosen technology.

Using the Technology Code of Practice

The TCOP is mandated for all ICT changes, projects or programmes. All points of the Technology Code of Practice must be considered and adhered to where applicable. If legacy technology limits the projects ability to adhere to the standard, this must be explained to the GTS – Design Authority as part of the project initiation process.

The standards documented in the Technical Code of Practice (TCoP) are formed on the basis of formal standards, best practice and guidance at a point in time. When new projects or changes arise that do not conform to the relevant standards, the formal exception process is to be followed. This may result in an approved exception, a change to the standard or refusal of the exception. It is important to note that the Design Authority Board has delegated responsibility for all standards covered by the TCoP. Therefore, any decisions, directives or recommendations from the Design Authority Board based on these standards must be followed.
